Its about constitutional power. Enforcement is squarely in the executive branch. Trump can choose not to enforce. Believe it or not the judicial branch doesn't actually have the power to declare it unconstitutional. That's tradition and the executive branch has let them do it. Except Andrew Jackson "they're made their ruling, now let's see them enforce it"
What are you even talking about? Finding waste and fraud has nothing to do with individual rights. In fact go back and read the 9th and 10th amendments and then find where the constitution says congress can give our money to foreign nations.
Just because you have the right to speech doesn't mean there are not repercussions for acting and shouting like a child in a room full of adults trying to listen to a duly elected President.
