No they're not homeless from their houses burning down. And yes we also get the needle and paraphernalia distribution here too. It's funny how anybody can get help by enabling drug addicts.
Just like the City I live in, tried to put housing for the severely mentally ill in an upper class area. Not informing the public or having input from the public. Which was momentarily stopped, although now they're talking about having prisoner rehabilitation. So I know you're absolutely right.
