The answer is simple. He was working on weaponizing coronaviruses as far back as 2014 through NAIAD funding at University of North Carolina. But because the Patriot Act classified that as treasonous activity he and Barry moved the research to two places: one being the Wuhan institute, and the other to the laboratories in Ukraine, which isn’t just a Qanon crackpot theory as the Pentegon has admitted to them. Sure the WHO inspects them, but then WHO is complicit in the power seizures that took place during the plandemic.
