I don't entirely disagree. Robert Heinlein's Starship Troopers -- the novel, not the movie -- was pretty much about the root core of effective citizenship and why one of the holders of the franchise should be ex-military personnel because they HAVE HAD skin in the game.

But he also pointed out that it does not guarantee sane voting habits. It's more that it's the right and proper thing to do rather than that it is a guarantee of anything.
