It means that employers are so desperate to hire anyone with any qualifications, that they've had to lower the bar and hire anyone who does show up. Knuckle draggers, dribble cup wearers, etc. are probably included.

Red States are not only typically poorer and have higher rates of unemployment than Blue States, the former depends on the latter to support them. Even many of the jobs ar either in gov't or come from corporations subsidized to move shop over to them from the north, often at the expense of the places they came from, as witnessed in once prosperous cities who declined after their manufacturing base moved out.
