The key here is accessability, stick with ne here for a second, what if a male student has someone at home who is female but has no access to free femanine products, period poverty, the idea is that male student will be able to help provide, got that out of a couple of the articles I read, a real possability for some, especially during hard economical times. I've been a broke ass thats had to choose between food, fuel and whatever else needed to get to the next cheque, imagine throwing a period that lasts for days into that mix.
