As a USA citizen, Ms. Babbitt has the right to redress her grievances with her representatives in Gov't in person, as noted within the U.S. Constitution. Kinda hard to trespass, when it is the property of "We the People" and she is one of the "We"

She was conducting herself in a civil manner. What she did was less egregious than Crispus Attucks actions at the Boston Massacre.

That does not include trying to climb through a broken out window into a barricaded room, which is exactly what she was doing when she was shot
