Downvotes don't hurt people's memes. They just move them down the "popular" list.

I've seen that before. When I first came on imgflip, cheaters were assigned negative points for running up their own point total via various nefarious means. But I've seen no accounts with negative points recently.

Typically it happens with people who try to break the points system.

This includes but is not limited to upvoting all of your images on an alt, begging people to upvote spammed comments, or spamming comments on an image.

It was on there in 2011 until December 2015 because of users being left for drama and poor creative quality on users who made them. With that, they yelled "memes only" and even downvote bait.

That can happen. But keep in mind "hot" is also based on clicks, not just upvotes or downvotes.
