You raise a good point.
There will always be disagreements within the executive branch. In EVERY case, the best staff work results from disagreements - even arguments - among staff members, as they build the best recommendation for their boss. Otherwise, not all angles are covered, or there's groupthink, which is much worse.
A good president would be wise enough to ensure there's diversity of opinions among his staff, as a guard against groupthink. I'm not a big fan of Trump (because he's a clown), but I believe there's no question the White House staff was stronger during those years. Bolton had some ways he could contribute to that kind of thing, but he's not someone I'd trust. "Team Biden," of course, seems to be all extremist moonbats, which means they'll always be incompetent and weak.
But at the end of the day, as you certainly know, the president is the one who must make the policy decisions, regardless what his staff recommends. He's the person elected for that role, and who's accountable.
