F1Fan's Proposal:
The Senate would consist of members from other streams that would be interested. For example, we could have representatives from PoliticsTOO, AnimePolice, Anti_Anime_Memes and PPolice. It would consist of 10 people and they would also be able to vote on Congressional proposals. One thing not allowed with the Senate is that they aren’t allowed to be a member of the Senate and a member of Congress, so if they’d prefer to be a representative of the Senate, they’d have to resign from Congress. And, we would need a Head of Senate. I would gladly take it but it’s up to the administration if it passes.

Basically, 10 active stream members not in Congress can join the senate on behalf of a stream they mod. For example, Randomness (I think a PoliticsTOO mod) can join the Senate on behalf of it as long as he has permission from the stream owner. However, Congress members are NOT allowed to join unless they resign from their post. Cabinet members are allowed to join however. I'm not sure.
