Not necessarily, then there were about 550 total cases since the start meaning that the chance of running into someone with Covid was extremely low. Now we have had about 32 million confirmed cases meaning that the chance of running into someone with Covid would be much higher, meaning masks would be more effective. It's not that we didn't need them it that some people needed them more and there wasn't enough supply for everybody yet.
