That is price per gallon. Some people have to use multiple gallons a day and do not have the money to pay. Some people actually do need the 15 dollars a day that they lose.

Prices will rise, causing gas to rise, causing people to spend the same percentage of their checks.
People that are making more than minimum wage will essentially get a pay cut.
