What Biden actually said:

“(There are) things you can't do by executive order, unless you're a dictator.”

So, no. Biden didn't say that.

As far as I know, very little of the executive orders, if any, are legislation. Most are policy changes. The meme is false.

Not my meme, but it conveys the message accurately enough. No executive order is legislation per se, now is it. Legislation, by definition, would have to be legislated. You can play at semantics and exact wording all you want. What he said acknowledges the correlation to executive orders being at least somewhat dictatorial. This is not a stretch to believe as he also said he was not going to ban fracking very publicly and did just that by executive order as soon as he was inaugurated. He is a bold face liar or a lying dogface pony soldier.

Nothing that would make a difference. I mean the politico piece essentially admits it is a ban just doesn’t amount to a full ban. He vehemently stated he would not ban it just weeks ago to win. Then he wins and does exactly what he said he wouldn’t do. He’s a lying dog face pony soldier.
