I don’t think ex-Presidents are entitled to a library. I read they are typically funded by donations of private benefactors, but that Trump has at this point pissed off GOP mega-donors to the point they might not give. They signed up for tax cuts and lower regulation, not Civil War and a country destroyed by Covid.
That said, Trump could fund it himself if he still has any cash left after his debt comes due, his legal bills for the Category-5 legal hurricane coming his way, and with his ability to generate new income having been sorely damaged by facing the Mother of All Cancellations.
Trump presumably would like a library where he can control the narrative of his Presidency (they are necessarily biased in favor of the President they honor), but I don’t know if he’ll be able to. Never has a Presidential library attempted to serve as a repository of totally fake news.
And unlike say Nixon, Trump was not a meticulous record-keeper. In fact he deliberately tore up papers after he looked at them which then had to be painstakingly taped back together by aides.

Truth be told, Trump’s Twitter account is probably going to be as good as it gets for awhile. It’s now banned (lolol) but presumably someone somewhere saved it all and it will be archived...
