Hate to break it to you, but the Emancipation Proclamation was a tapering off schedule which allowed racism to officially carry on for another 5 years because southern plantation owners cried financial hardship should they have to actually start paying their laborers. Since then there has been lawsuit after lawsuit not to mention entire civil rights movements to try to achieve some sort of equality. But as you well know, the systemic racism runs deep in this country and with people like Trump and his minions, it's just not going away anytime soon.

Reparations for the descendants of former slaves should be funded the same way we fund most other programs: Through general taxpayer funds.

Reason being, all this injustice happened so long ago (and the records poorly kept, often deliberately so) that sorting out who owes what to whom is a fool’s errand. That approach would get bogged down in a procedural nightmare. Not to mention making descendants of former slaveowners (and only them) solely liable for these damages would be likely to bankrupt them if they aren’t judgment-proof already. Which we don’t want.
