I don't know if they did before. There's a scene just before the arrest where they offer to move. They arrested the reporter, the producer, and the cameraman in that order.

But it was obviously an embarassment for the leftie state government, and they did apologize. It's fair to suspect they would have been significantly less apologetic if the crew had been Fox News :-/
