A property's value, as determined for taxation purposes, is not determined by the owner of the property. It's determined by local/state assessors and appraisers. The owner doesn't just wave a wand and say "my property is worth x".
But I understand your confusion as the wealth of knowledge available to you in your mother's basement is severely limited. Hot pockets however, those are in great supply.
