Ding ding ding! Bingo! Somewhere between 10 and 20% of all pregnancies are not successful! Not only is it a waste of beaurocratic resources to treat them as a human person from a legal perspective, it is also medically pointless, and, to boot, unnecessarily emotionally jarring for the expecting parents this happens to. There is no benefit to forcing society to see it as a person and treat it as a person when there are so many complications that could terminate the pregnancy for non-elective reasons. Better to leave abortion as a decision to weigh carefully between the expecting and the doctors; forcing their belief legally brings up issues that do not make sense in any other context.
