Which is how the vast majority of people arrive in our country: whether they intend to stay permanently or not

But I’m not sure if it makes sense to go that far

Anyway, travel to and from many countries has been banned temporarily; we’ll see how much that helps “flatten the curve”

Not a argument here at all. We already have public accessibility of healthcare for this type of stuff. We don’t need single payer, gummint controlled socialist medicine. Period.

Here in New Zealand we have both.
If you go to a public hospital in our major cities it's not unusual to be waiting 18+ hours to see anyone about anything not immediately life threatening. Even when they do see you they spend an average of 10 minutes per patient and often no follow up.
If you pay for private healthcare you can get complicated surgeries scheduled in a day and performed within 2 weeks.

That's the way to do it. Provide a government option and continue with the private sector stuff. Like letting everyone use Medicare and medicade.
