Things can be offensive but the problem lies in the fact we are all flawed. so who could you put in charge of deciding what is offensive. we draw the line at threats of violence but what someone finds offensive is subjective.
You also have the freedom of speech to talk to someone and explain why there statement/joke is offensive if you come up with a good argument you might even change there mind but if you silence and punish them them there is no chance of changing it most likely they will double down.
