The point relies heavily on a false dichotomy. It assumes that the ban of plastic straws is more important than whatever it is they're referencing with re-usable needles (and not a drug problem). In actuality, banning plastic straws is easier than solving the drug problem that Portland may have. Just because one law was passed to solve one problem, does not mean that steps aren't being taken to fix the other one.

Plastic straws are not a problem. Open drug use using needles is.

I somehow doubt there will be an increase in crime or drug-related issues by banning straws. Again, the meme only mentions single-use needles. Until the original poster actually clarifies what he has against single-use needles, we can't assume what his point was beyond "Portland sucks" I'm not even disagreeing with that position at all, merely the absurdity of the alternative to reuse needles.
