perhaps "raiding" by presidential fiat would be more accurate.
either way,we shall see how it plays out in court.

I suspect this is more political theater,than actual substantive policy.
but to create a constitutional crisis in order to do it,is pretty destructive and un-necessary.

It could be argued that in the long run it wouldn't hurt... But as far as selling it as an "emergency"... Idk. I think the main emergency is that 2020 is fast approaching and Trump has yet to build his big beautiful re-election campaign wall.

This an example of the logical fallacy of false equivalence. Sure, many presidents have declared national emergencies, but only one attempted to use an emergency to subvert the will of Congress.
