That's like saying the national guard isn't a military arm of the US because they are first and foremost the defenders of their state and not the country at large.
That's a pretty stupid argument to make. Can the troops loaned to the UN take offensive action without the approval of their national command structures? Of course not.
And the federal government cannot deploy guardsmen without the approval of their governors.. again, same situation. It does not mean the guardsmen are not part of the US military any more than someone being a german or ethiopian infantryman stops them from being a UN infantryman
