DANG. That sucks that the ATMs would take their welfare cards. It must have been like on a state funded debit card or something?
I remember my first year in state college, we got our student loan and Hope Scholarship money on one of those type debit cards. Some people were taking their cards and buying TVs and making car payments. Others were withdrawing money and getting drunk or high. Ignorant.
I'm in Georgia and our lowlifes who abuse the welfare system have to be a little more creative. The SNAP cards are not like other cards that can be used in ATMs. You buy non-food items from stores: shoes, clothes, electronics. If you go to one of the shady convenience stores they will let you buy beer and cigarettes there with funds meant for food. If they want to buy liquor or drugs they have to find someone who will give them "two for one" meaning they will give one dollar for every two dollars worth of food you buy for them. There are other hustles with the SNAP card, but that is the most widely used.
It sucks that people abuse the system. I personally think if they are caught doing it they should be banned from cash assistance, but that could hurt their children. The state could still ban them but would have to come up with another means of helping the children. However, people would still figure a way to scam the system.
Example: when I was younger we had the paper food stamp coupons. The the way lowlifes in my family hustled was to give me, a little child, a $10 or $20 coupon to go in the story and by a 10 cent piece of gum and bring them back the change so they could buy cigarettes, beer, or drugs. The state came up with the SNAP card now people hustle like I mentioned before. It will never stop.
