I'd say that is incorrect.

They were threatened with "burning without a permit" by the cops so they threw them into a garbage can as an alternative. They would've burned but there was this little thing with getting arrested ...

I doubt that happened everywhere though. I'm sure if that was the original plan that some women throughout the country did burn them where they could.
