Nope. Federal authority ends the moment they enter a state with the exception of enforcing Federal constitutional law.
Same reason you don't see the feds raiding all the Marijuana dispensaries in states where its legal, unless they deliver across state lines. Zero jurisdiction over drugs in the constitution.

But I thought if you interfere with ICE operations, that would be considered breaking the law. And if Karen Bass is sending tow trucks out to tow ICE vehicles, wouldn't that be interfering with ICE operations?

If someone gets in the way while they are arresting people yes but if they wait until it's done they can tow away.
