The Fishing Industry Association (not sure of their real name?) Came up with that phrase back in the 50's & 60's when they made a big push to make it more popular. Commercial Fishermen didn't consider tuna edible till the 1920's or so. It's a marketing gag done by a salesman, it's sounds good. That's all!. Yep, a Salesman! :)

Or better yet. Why don't people say " Fish meat " like someone might say this is " bear meat " or " dear meat " I know meat generally applies to mammals, but it still applies to fish.
