For more than a decade, Roger Foley has been trapped inside London Health Sciences Centre in Ontario, Canada — not because he's too sick to leave, but because the government won't fund the home care that would let him live outside its walls. 𝘐 𝘸𝘢𝘯𝘵 𝘵𝘰 𝘭𝘪𝘷𝘦, he has said, again and again, even as the hospital keeps offering him a way out that isn't recovery.
In May 2025, staff removed the specialized amber lighting Foley needs for severe photosensitivity. Once it was gone, they judged oral feeding unsafe — and he 𝐡𝐚𝐬𝐧'𝐭 𝐞𝐚𝐭𝐞𝐧 𝐬𝐨𝐥𝐢𝐝 𝐨𝐫 𝐩𝐮𝐫𝐞𝐞𝐝 𝐟𝐨𝐨𝐝 𝐬𝐢𝐧𝐜𝐞. He has gone as long as five weeks without being fed at all, kept alive on IV fluids that provide incomplete nutrition and risk damaging his veins. It's his own brother sounding the alarm now. Robert Foley emailed hospital officials directly: 𝘔𝘺 𝘣𝘳𝘰𝘵𝘩𝘦𝘳 𝘪𝘴 𝘨𝘰𝘪𝘯𝘨 𝘵𝘰 𝘥∗𝘦 𝘢𝘯𝘥 𝘐 𝘯𝘦𝘦𝘥 𝘺𝘰𝘶 𝘵𝘰 𝘴𝘵𝘰𝘱 𝘵𝘩𝘢𝘵 𝘧𝘳𝘰𝘮 𝘩𝘢𝘱𝘱𝘦𝘯𝘪𝘯𝘨 — 𝘺𝘰𝘶'𝘳𝘦 𝘢 𝘥𝘰𝘤𝘵𝘰𝘳, 𝘵𝘩𝘢𝘵 𝘪𝘴 𝘸𝘩𝘢𝘵 𝘺𝘰𝘶 𝘢𝘳𝘦 𝘴𝘶𝘱𝘱𝘰𝘴𝘦𝘥 𝘵𝘰 𝘥𝘰, he wrote. The same institution licensed to save lives has instead been presenting Roger with a menu: $1,800-a-day hospital care, inadequate home care, or medical assistance in dy∗ng.
Foley refused all three. He sued the hospital in 2018 over the coerced MAID offer — and the courts struck the case down. Nearly a decade later, 𝐧𝐨 𝐨𝐧𝐞 𝐚𝐭 𝐋𝐨𝐧𝐝𝐨𝐧 𝐇𝐞𝐚𝐥𝐭𝐡 𝐒𝐜𝐢𝐞𝐧𝐜𝐞𝐬 𝐂𝐞𝐧𝐭𝐫𝐞 𝐡𝐚𝐬 𝐟𝐚𝐜𝐞𝐝 𝐚𝐧𝐲 𝐜𝐨𝐧𝐬𝐞𝐪𝐮𝐞𝐧𝐜𝐞 for withholding the food, water, and home-care funding a disabled man says he needs just to survive.
