They didn't know about AR-15 s when they wrote 2A, but their citizens could own cannons. It was always about making sure the government knew we were armed. When the Continental army were informed that Congress wasn't going to pay them, the soldiers told General Washington that they had just defeated a super power and Congress would be gone quickly. When Washington informed them that the army wasn't going to go home empty handed, Congress found the money. Land owners were the only people voting in the earliest elections. An informed populace was required to ensure intelligently weighing the pros and cons of the candidates and their policies against what the constitution said and meant.
