Clinton put the icing on the cake when he pushed a ban on the use of restraints in mental institutions and extended care facilities, and ruled that mentally ill people could only be held in a facility if they granted permission.
My social circles at that time were mental health, healthcare, social workers, law enforcement and search and rescue, when the biggest topic of discussion was that they could no longer assist people in staying on their meds, nursing homes started experiencing catastrophic falls out of beds- broken bones, concussions and deaths-because they couldn't use restraints, NOT EVEN SIDE RAILS ON THE BEDS. People who had no ability to care for themselves had to be released when they were asked, "Do you want to stay here to receive care?" It wouldn't be unreasonable to say, "No, I don't WANT to be here," but for their own good they were better off with treatment.
Search and rescue devoted a lot of resources trying to locate missing people and doing body recoveries of mentally ill people who didn't survive without care, or died of exposure.
Every long term mental health facility (with the exception of Alzheimer's Care units) in our area has been closed since the 1990s. We have crisis centers, some with overnight care, but if someone needs long term mental health care to get through a crisis, they have to be transferred to a facility on the eastern slope of Colorado, 5-6 hours from friends or family.
Giving a mentally ill person a choice, a plastic tent and a sleeping bag is not compassion.
