If absolutely any theoretical person could ever conceivably take offence to a statement, its hate speech...and if nobody does, then the government can just write up a fake 'complaint' and arrest you for it, given that they have no obligation to state WHO or WHAT the complaint entrails.

If you want to know how bad it's always been in Britian just look at the many horror movies (and video games) they banned because they thought the general adult populace couldn't handle them or that people would turn into psychotic murderers. The only time horror/slasher movies were rightfully banned in Britian was when a film's production crew killed of real animals on purpose instead of using practical affects like animatronics or puppets for animal death or torture. Anyway that was something like 3 horror/slasher movies that need to not see the day of light because of the animal cruelty. Compare that to all the other horror/slasher stuff that they banned for no real good reason then you see the pattern of government overreach.
