The "pallets of cash" were for a meme. It wasn't real. It was a meme.
Bad Luck Brian doesn't really have bad luck. There's not a skeleton sitting on a park bench somewhere waiting for something something political. A reality show woman was not yelling at a cat seated at the table in a restaurant.
In 1979, against US and international law, President Jimmy Carter froze Iranian bank accounts in the United States of America. Most of those accounts were held by individual private regular citizens. Those citizens were not allowed to access their money that they deposited in US banks in good faith until Obama unfroze them. It was their money, and it should not have been frozen in the first place. That defies the very purpose of a bank.
That money was not piled on a pallet or anything else and sent to Iran. The people holding those accounts, well, those who were still alive, were now allowed to do with them as they will. Although for understandable reasons they most likely withdrew the funds as soon as they could.
