I also highly doubt that as private citizens, Elon Musk’s, Jeff Bezos’ and Carl Icahn’s tax returns have ever been made public.

Rich people like Musk and Bezos (and probably Soros) borrow money any time they need cash and then write the debt off their taxes to offset whatever money they make, which usually isn't much since they don't get a salary and rarely sell their stock (which is where all their money is), so no income tax and no capital gains tax

They are playing by the rules that Congress wrote.
