So bulverism. You offered absolutely no proof of a lack of transparency, waste, or theft.
Rather you offered a quote that has no citation or evidence to back it up.
Then you insulted based off an unsubstantiated claim to counter something I never said.
I'd like to see evidence of oversight, or lack there of.
Not assertions, evasions, and insults.

The quote on lack of transparency is an opinion statement, it also doesn't say no evidence of oversight either or even state the oversight is somehow lesser than spending from any other account.

The second quote on reimbursement isn't much better. That is a spending account and thus the money has not likely even been spent yet. What they are going to spend it on is unclear because it likely hasn't happened yet and is being left open for flexibility so it can be used as needed. Looks like it is a slush fund from the wording of the appropriation.

It looks like case of framing of a statement to give a impression not backed by facts. It could be the reporter was too lazy to get evidence, or was trying to instead with assumptive language to mislead.

the actual solution is for the media to do their jobs, investigate, and provide evidence. That would answer your questions and mine.

I find not enough evidence has been given to reach a conclusion either way.

Other than than, when reading news articles, you need to be able to separate facts from the writers opinions, It also often that what isn't said can be very important as well.

Journalist ethics requires all relevant info to be given and that personal biases be minimized, but all too often you get important info left out and opinion being used to generate click bait rather than news.

I'm sure you don't like conservatives sources, so when you read a right biased article, pay attention to slanted language, opinions being used as filler when facts are not given, and what they should present that isn't given. Apply these skill to all news and you'll find they appear in media you agree with as well.
