Laws like how Congress decided where and how much money is spent? Laws that he didn't feel like he had to follow so he issued an executive order to pause funding for SNAP and Medicaid?

Unless the specific funding bill gives the President descrestionary powers on how the money is spent, his job - by law- is to pay the bills. Not decide who gets paid and who doesn't.

And who was doing that? (if they were since non-legal immigrants can't qualify. The only exception is in a emergency where there is a significant risk of death or permanent injury a non citizen may receive Medicade.)

Because it's controlled by the states. And even if states were handing them out willy-nilly to anyone who showed up, the President doesn't get to decide who gets funding and who doesn't.

That's the power of the executive branch. They can choose not to execute congresses laws if they feel they are unconstitutional or immoral. Like Biden not enforcing student loan payments for 4 years. It's called balance of power.

Choosing to not enforce a law is wildly different than breaking the law.
