All true. My father in law is a retired CalFire Captain. These were never issues in the 70s and 80s. Newsom and Clinton f'ed everything up. During Bill Clinton's term, he signed an act to not devastate or create roads in forested areas....meaning no maintenance or brush clearing. Full circle now, with fuel for fires.
