And there it is. There is how it always goes. They pass laws that appear to rein in corruption so they can appear virtuous, but those laws seldom call out penalty. Toothless laws are meaningless.

I say Congress has to report every stock trade (buy or sell) two trading days before they make it. That way we get to get in on it also.

I say that of someone chooses to run for Congress he should surrender his right to trade stocks at all until five years after leaving office. That would solve the term limit problem also.
