The idea is to get rid of the bloat, not replace it with contractors.
You do bring up a valid point about privatization. Privatization has been pushed as the solution to government waste, but people overlooked the fact that when contracts are given over to the lowest bidder, the contractor still ekes out a profit. What they should have been looking at is if the service could be done away with altogether.
