There is a solution.

There are places in the United States that lean more homogeneous. They just also happen to be the poorest, least productive areas in America. But as long as there's more economically sound Blue States up North to support them and lingering aspects of FDR's New Deal, they won't starve and they'll have roofs over their heads.
