Congress makes laws for presidents to sign.

Obama didn't write up the act and neither did Trump.

Both only signed it, at different times, so that it became/remained a law.

OK the quickest explanation…. Taxes are a portion, of all monies exchanged, that is carved off the top and directed to Uncle Sam in the name of meeting the collective needs of the ppl. We all pay taxes. Hard workers, struggling to afford rent and groceries often pay in the order of 30% and more. Small businesses, LLC’s struggling to supply goods and services and pay their workers wages that allow them to stay off welfare often pay damn near 50%. Billions of dollars pass through faith based organizations every year. Much of that $ is used to buy senators and hoard more wealth while you and I are on the hook to pave the streets, fix the bridges, keep the street lights working, fund every state service, provide healthcare to the uninsured etc etc etc. Churches are businesses. The biggest business in America and they should damn be contributing to the public pot if they are committed to the public good.

I think the rationale is that the money has already been taxed and is donated to the church, not exchanged for goods or services.

If you put a dollar in a Hobo's cup, your donation is not taxed.

Charities that spend 95¢ of every dollar on "administration costs" and only 5¢ goes to actual assist people pay no taxes.

This week past Joe Biden told a bronze star recipient that Biden's Bronze star recipient son, Beau, was the far greater man. Sort of like the political Left howling that Trump got out of military service because of a bone spur while ignoring that while a college athlete Biden kept himself out of uniform by claiming to have asthma.

Biden's son Beau was an officer in the the Delaware national guard that was deployed to the middle east for one year working as a military lawyer in the judge advocate general's corps and received a meritorious service bronze star for being an officer that was deployed for one year.

It is a "everybody's a winner" blue participant ribbon.
