She used her manufactured crisis to change the House rules... without the "crisis", she couldn't do that.

It really doesn’t matter if they do. The some states like Az say they are doing recounts but really don’t they do machine calibration checks. Basically they select a small number of random ballot batches and perform another machine count. Az screwed up because it turned out that several of the random batches had never been counted to start with. The lead for the Democrat AG Myers started to disappear and they halted the recount with her ahead buy only 225 votes out of a million. Moral of the story when they say they have counted all the votes they are lying. They have counted all the votes they want counted.

In reading the first line it is apparent that speakers of the house have a history of acting beyond the scope of their function.

I don't know if she did or did not, but,improperly, she could have.

Not allowing a bill to come to the floor for a vote doesn't stop a state attorney general or a county commission from running an audit of the election they ran. The House has no authority over how elections are run or audited.
