I am against the authoritarian style of policing to which the militarization has given rise.
They have special powers of arrest. That is the only thing that separates police from civilians.
All of the nonsense has evolved and gone unabated through the average person's ignorance of the law, fear mongering, and leadership turning a blind eye.
Remember when a police officer saw you with your hood up and you could get a jump start from him?
Get your door unlocked by him when you locked your keys inside?
They responded to a call for service and didn't shout obscenities straight out of the gate?
But the laws vary depending on state and usually apply to witnessed felonies.
You must also summon a law enforcement officer immediately and surrender the detainee to the responding officer for determination.
Failure to notify in timely manner can get you charged with various crimes up to kidnapping.
If the LEO determines your arrest was unlawful you could also face civil suit, especially if forced was used in the arrest.
The police ain't got to worry about none of that when making their arrests. Plus they can arrest (detain) you while they investigate a crime they did not witness whereas a civilian cannot. They can also hunt down the offender later and arrest them whereas a civilian cannot.
Tricky, but yes, every citizen can arrest another individual.
