You forgot the part that the same data shows that the infection rate was 4 times higher in the unvaccinated.

So, yes, someone who had only been vaccinated up to the Delta variant was 4 times more likely to test positive for Omicron than someone who was vaccinated up to Omicron, you are ignoring the much higher infection rate in the unvaccinated.
