The US was one of the leading countries in the world to rise up against slavery. For it to be an indicator, 100% of crimes would have to be 1) reported 2) investigated 3) an arrest made with the 100% assurance that this was the person who committed the crime 4) a conviction made with a 100% assurance that this was the guilty party.
