After being selected by the DNC as the primary candidate, Joe blurted out "I'm going to pick a woman of color as my VP", then his handlers had to scramble to find an idiot to be VP and so as not get in their way.  Then the DNC realized they had way too many choices and narrowed it down to Kamala.
