War is supposed to be decided by Congress, but we got around that in the late 20th century.

And, in my opinion, that was a very bad thing. It allowed a series of misadventures which weren't really in the national interest, and everyone knew that. Hence they weren't supported through to victory. So in the end, they were only tragic wastes of treasure and lives.
