Agreed on the NSFW designation. There is one mod on this stream doing it, I think to reduce the views on effective memes like yours. I tried the Real Politics stream, but only seem to get 30-40 views. What's worse is when this mod puts you in "prison" for 24 hours for hurting other people's feelings, maybe kinda sorta in a way. Watch before you post, I've found the NSFW box checked (not by me) a few times right before I submit a meme.
Now to my second thought, Obama shut down dozens of private company managed prisons late in his second term. We have a lot of unused prison space, nut we're going to need a lot more going forward as you state.

It deters people from entering and acts as a line of patrol. Even if it only slows them down long enough to get caught.
