We require driver's licenses, car registrations, speed limits, liquor dealer licenses, drinking age verification, and the age of drinking was raised from 18 to 21 in the mid 80s precisely to reduce drunk driving accidents which those at that age outdid those in older age brackets. Prohibition was a thing once, sadly that came to an end. Drinking age minimums were once nonexistent as well.
Last anyone checked, crimes in cities were generally believed to be committed by the criminals who commit them.
Also, larger popluations tend to have larger numbers of most things because math. When comparisons are made per capita, those crime rates end up telling a somewhat different tale.
