Well, why is the ratio of homeless to homed people in California 1/250? Probably because the taxes are through the roof and everyone is too illiterate to get a job.

I don't know if homeless are considered citizens of the particular state, if they are not, their averages would not be added , but if they are, yea, the average would drop dramatically . I do know that demographics play a huge part in raising or lowering literacy .

Is the $175 billion you claim the sum of many federal payments for covid relief or is it the sum requested by the state itself?

It was for covid relief but also included close tp $40-60 billion for California to apply against their underfunded state pension funds that were in danger of being insolvent. Most states have to stay current on their state pension plans by law but California is special.

But is it the total sum?
