It's a statistical fact that blacks have abortions at a far higher rate than whites. And if those babies had been born, rather than aborted the black population would be larger. "Twice" is probably an exaggeration, as there are multiple factors to consider that would affect population. But the statistics are far more extreme than you would expect.
